A few telescope shops sell refubished telescopes – that might be your best bet for a decent scope under $100. Don't go to WalMart!
Actually, if that's your budget, I'd recommend a good pair of binoculars instead. You can see as much as you could with a small telescope, and you're not paying for all the extras like eyepieces and mounts.
I believe Mars reached it's brightest point a few weeks ago, but it will be back around in a few years. Plus, you'd be hard-pressed to notice a difference in brightness without a big scope. With a pair of binoculars or a telescope smaller than an 8-inch diameter mirror, you're not going to be able to see much of Mars besides the disk. No polar caps or dust storms.

There is a movie called "Into the wild", based on actual events, where a dude kills a moose with a semi-auto .22 but I am not so sure. Than again – I suppose 35 shots in the head with a 22 is going to kill just about anything, no?
Personally I like to hunt with a shotgun but that's just me.

I was able to get 10×50 binoculars at a sporting goods store. They're great. I recommend 8x binoculars, because more than that, it's hard to hold them by hand. I have a great tripod, so 10x were fine for me. Cheap binoculars lack close focus, which is not an issue for astronomy, which only deals with things at a distance. Cheap binoculars are more fragile than expensive ones, but even expensive binoculars will die eventually. Treat them like fragile glass artwork, and they'll last decades.

Beyond that, the compromises get complicated. If you have enough money, you might consider astrophotography, and get a beefy tracking mount, and camera(s) and scope(s), and such. There's no limit to this hobby – it's astronomically expensive. And i won't pretend to tell you what's important. Or, you could get a bigger Dob for outstanding visual work. But for me, i have a club that has a 22" scope i can use whenever i want. At $35/year, the break even point is about 300 years. And, the scope takes 3 people to set it up. The club provides other enthusiastic and knowledgeable people to help. So i get to use it more often than i would if i owned it.
